McNeese’s Office of Budget & Endowment Reporting assists the administration in facilitating the optimal use of the University’s financial resources in order to achieve the goals outlined in the University’s strategic plan. All analyses and budget reporting is the result of deliberate and accurate consideration of such resources.

Functions of the Property Control Office:

  • Recording all property transactions
  • Accounting for the University’s personal property by attaching barcodes to movable equipment having an acquisition cost of $1,000 or greater
  • Verifying that all electronic media equipment have been sanitized in accordance with the Office of Technology Services IT-POL-1-04 Data Sanitization Policy prior to requesting permission to surplus or dispose of the electronic media equipment
  • Analyzing equipment records for fiscal year audits
  • Maintaining surplus equipment
  • Conducting internal audits to certify compliance with property control regulations
  • Evaluating annual physical inventory procedures and results
  • Recording depreciation on fixed assets
  • Maintaining the fixed asset systems

Functions of the Purchasing Department

The Purchasing Department facilitates the procurement of supplies, equipment, and services needed to support the University’s educational, research, and public service mission. The department is committed to securing the best value for the University while ensuring all purchasing activities comply with applicable state laws, regulations, and procurement policies.

Purchasing Process

The Purchasing Department is responsible for procuring goods and services on behalf of the University in accordance with applicable state laws, regulations, and University policies.

Purchase Orders Required
Only the Purchasing Department is authorized to issue purchase orders and commit University funds. Vendors should not accept orders from University employees without a valid University purchase order number. Orders placed without proper authorization may be considered unauthorized purchases.

Competitive Bidding
Purchases may be subject to competitive bidding requirements based on the type and value of the purchase. When bidding is required, vendors will be invited to submit proposals or quotations in accordance with state procurement regulations.

Delivery and Receipt of Goods
Unless otherwise specified, purchased goods are delivered through the University's receiving and warehouse operations before distribution to the requesting department.

Leases and Rentals
Leases and rental agreements are generally processed through the Purchasing Department and are subject to the same review and approval requirements as other purchases.

Vendors seeking information about procurement opportunities, purchase orders, bid solicitations, or purchasing procedures are encouraged to contact the Purchasing Department directly.

Ashley Bass

I am a McNeese graduate with a bachelor's degree in Family and Consumer Science and a concentration in Child and Family Studies. As a student, I competed on the rodeo team and served on the SGA board. I earned my master’s degree in 2022 from the University of South Dakota in Educational Administration and Leadership with a concentration in Adult and Higher Ed. I have over 13 years of experience in adult education and 20 years of educational experience.

My favorite part of being a Freshman Advisor is helping students navigate their new life routine as a college freshman by offering support with in-person office visits or by email to help students meet their goals. I always remind students of my favorite BB King quote – “Education is one thing no one can ever take away from you.”  I believe that supporting students is vital to a student's success.

In my spare time, I raise registered American Brahman cattle, and I enjoy all the "country girl" things like hunting, fishing, growing a garden and cooking.
